HR SPEC (R&P)

1. Responsible for coordinating with National Guard Bureau (NGB) for re-documentation of positions. Develops staffing guide requirements for new units. Gathers information for force structure reorganization based on projected mission and/or organizational changes for formulation of future staffing plan. 2. Accumulates and analyzes statistics concerning staffing functions such as turnover, resignations, minority hire rates, promotions, hiring lag time, etc. Conducts exit interviews or surveys to identify potential program or management deficiencies. 3. Develops localized AGR job standards in accordance with Military Occupation Skill (MOS)/Air Force Specialty Code (AFSC) regulatory guidance. 4. Staffs and executes reduction-in-force procedures. Coordinates with the appropriate Human Resources Specialist regarding restoration following AGR tours, probationary periods, and priority placement programs. 5. Provides advice to management regarding all actions associated with AGR military compatibility. 6. Ensures that retention boards are conducted in a timely manner. Compiles tour continuation board results for NGB review. 7. Conducts continuing analysis and evaluation of the training program's effectiveness in meeting training and career development goals. Conducts surveys or studies of activities/units to ensure AGR personnel are being utilized in accordance with NGB policies. Provides advice and assistance to activities/units pertaining to position management and utilization. Ensures activities/units are complying with career management programs for AGR personnel. 8. Gathers pertinent information on the effectiveness of the AGR force in accomplishing the required mission, functions and tasks. Recommends changes to appropriate managers, supervisors and higher graded specialist. 9. Monitors the military performance evaluation program for all AGR personnel. 10. Serves as point of contact regarding NGB manpower evaluations and survey site visits pertaining to AGR personnel. To facilitate visits by NGB personnel, incumbent is required to gather and formalize specific data pertaining to the AGR force. 11. May assist in on-site AGR evaluation reviews. 12. Ensures that retention boards are conducted in a timely manner. Compiles tour continuation board results for NGB review. 13. Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. Conducts exit interviews to identify potential program or management deficiencies. Uses information for analyzing trends, considering program adjustments, managerial/supervisory training needs, etc. Assist in conducting long-range planning for projected mission and/or organizational changes to formulate a placement plan. 14. Assists in developing, coordinating, and maintaining state plans/guidance. Assists in educating commanders, managers, and supervisors on the various programs. 15. Develops localized AGR job standards in accordance with Military Occupation Skill (MOS)/Air Force Specialty Code (AFSC) regulatory guidance. 16. Performs other duties as assigned. Military Grades:

Experience:
GS-07 - Must have at least 12 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. GS-09:
Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
