1. Processes a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards. These duties require a technical understanding and knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas, may have on technician personnel. 2. Provides technical assistance in the area of recruitment and placement. Participates in the execution of the merit placement/promotion program. Advises and provides procedural and technical guidance to managers, supervisors, and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, eligibility determinations, methods of recruitment, and initial employment. 3. Assists classification specialist by performing job audits and making classification determinations on a variety of clerical, and technical occupations (GS-07 and below) and Wage Grade occupations where standards clearly apply. Develops position descriptions for restructuring purposes, and prepares amendments and statements of differences. Interviews supervisors and employees and researches pertinent regulations to gain information relative to the position. 4. Provides technical assistance in executing the employee relations program. Provides specific advice and guidance to supervisors, managers and employees on a variety of employee relation's matters, to include resolving minor employee problems. Conducts fact-finding investigations, researches pertinent guidance to assist in problem resolution, and responds to inquiries regarding requirements of proposed actions. 5. Serves as Executive Secretary for the employee recognition awards program. Reviews justifications for adequacy and conformance to established regulations and policies. Provides guidance on required criteria. Explains options to employees when they are dissatisfied with performance ratings. Prepares correspondence relating to the awards program, and ensures all administrative details are complete. Arranges for awards ceremonies. 6. Provides technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits programs, which may include workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc. Develops and carries out specific projects to accomplish the technical support mission of the Human Resources Office. Advises supervisors and employees on regulatory requirements of the programs and develops instructions. 7. Works through appropriate channels with the DOL, Civilian Personnel Management Service (CPMS) Injury and Unemployment Compensation Division, and supervisors to determine that payment of legitimate claims is made, fraud is reported, and questionable claims are reviewed. Researches and presents any questionable cases to DOL for further action. Provides information and assistance to claimants and supervisors concerning processing procedures. 8. Provides background information or answers congressional inquiries related to injured employees claims. Makes initial contact with all compensation recipients and subsequent contacts as necessary. Works with rehabilitation counselors and field nurses on return to duty under the Nurse Intervention Program. Utilizes the Injury Compensation/ Unemployment Compensation (IC/UC) computer system to make inquiries and monitor claim status. 9. Assists in administering the retirement programs for technicians desiring to retire under any of the retirement systems. Processes retirement actions, which are moderately complex, non-controversial, and/or recurring cases related to both the Federal Employees Retirement System and the Civil Services Retirement System. Provides counseling to management, employees, retirees, and family members on the complex retirement insurance benefits, entitlements/options. Interprets, applies, and explains retirement and insurance laws, regulations, and policies. 10. Provides technical guidance and assistance to management and employees on benefit programs such as Federal Employee Health Benefits, Federal Employees Group Life Insurance, Thrift Savings Program, Long Term Care Program, Mass Transportation Program, etc. Reviews, interprets, and distributes informative material on new, changed, and pending policy changes for employees that impact on existing benefit program entitlements. Advises individuals' taking AGR tours of their restoration rights during out-processing. Serves as authority within the HRO for TSP. 11. Performs other duties as assigned. GENERAL
Experience:
Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED
Experience:
Experiences that prepared the applicant to perform the duties of the position. The applicant's accredited educational-degree study program; or other military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the following specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable position grade and career level. GS-07:
Must have at least one year of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee. Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency. Experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. GS-09:
Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Must have knowledge and understanding of the personnel and manpower core competencies:
Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
